And that's a scam? Why?
Because for purely political reasons we're lied-to about anyone expecting a safety increase by installing/activating such devices, whereas they know that by taking focus off the actual causes of road trauma (a combination of drivers not paying attention & the state of the rural roads where the vast majority of trauma occurs) they're making road safety worse.

It's only a scam because the above is known, yet we're still continually sold the same same old lies. Too hard to fix the actual problems, so look over there at this distraction!! (and the fact it's revenue-positive as a side-effect helps get it repeated)
 
Not recently … but I have recently managed to survive road usage despite the road-safety authorities’ direction of focus away from the problem, too.

Are you asserting that only careless people and not people who break the road rules (speeders amongst them) are solely responsible for the road toll?

Depends on your meaning with “and not”, is this an exclusive and?

Exceeding the randomly-chosen limit is only a problem if it’s done at the wrong time; in fact, driving on the wrong side of the road through a red light is only a problem if done at the wrong time (although it’s somewhat less likely you can know with the same level of certainty when that “wrong time” is :)).

There’re be a very very small percentage of cases where something happened on the road which would’ve been a surprise to someone being sensible. I guess a kangaroo could be an example. But the vast majority of road trauma is just people not paying attention or simply being downright stupid (and most fatal crashes occur at under the speed limit).

At least the ‘phone-usage enforcement is a step in the right direction, if a tad heavy-handed.
