I MAY have quoted this out of context (there's a bunch of stuff in the FAA index), but it appears that plastic or glass containers would be under the same rule; although plastic would allow slightly more time for service, as they would just be tossed in the bin after collection.
I seem to remember that the plastic cups on my recent flights were collected during taxi, not before pushback, but I might be mistaken.
correct there is no specific rule against glass (it's 'any' item) and a couple of airlines have apparently started using glasses again for pre departure beverages. the 'cabin ready' signal to the flight-deck for pushback is not supposed to be issued until all items have been secured. (although I do recall a northwest flight a few years ago where the 'cabin ready' was relayed to the flight deck after pushback, but before taxi commenced... however the rule does say 'any surface movement')
the thinking with plastic vs glass is as you say, that they can be easily collected, stacked and then tossed rather than having to return with a few glasses each time, stow them in containers, and then inside a cart.
the FAA regulations don't apply to foreign carriers, so you can continue drinking during taxi
