There are several options, however no multi-stop ones and all are generally more expensive than flying to the east coast.Is there anywhere within WA you can do a return trip with 4 sectors?

The sectors last for 12 months, so I'll have Silver for 12 months from February.
Say I then book another return flight to earn Gold, let's say in June. Does the Gold Status last 12 months from the date of the June flights, or the February flights?

Yes, if you've paid for economy Choice or Flex fares (ie. if they're not Lite fares or "Reward" seats that you've booked with points), it will count as an eligible sector if you subsequently upgrade to Business.If I upgrade economy fares to Business using points, do I still get the eligible sectors?
