I thought that was a local council bylaws job, booking car drivers fir parking infringements, not the constabulary.

Was thinking the same, parking fines issued by council, not police.

Might be checking rego for stolen vehicle, or involved in an incident, or expired rego etc - police responsibilities.

Spent some time watching a lot of young children rehearsing playing drums, singing and dancing. Delightful. Several other tourists ignored them.
Given the risk that a male (or anyone really) watching children intently may be interpreted as something undesirable, perhaps some people chose not to watch.

People watch a concert or rehearsal. That is normal and expected behaviour. In no way is watching a concert or rehearsal like perving on kids!
 
I am sure he meant observing along with @mrs.dr.ron .
These walks I do alone. I am acutely aware of what many others think when they see an elderly man watching children so that is why there are no photos. For most of the time I watched I was standing next to a woman who was one of their teachers. She was delighted that I was observing the performances.
