I think registration enabled a number of things for QF:
1. It gives an idea how many of their members read their emails
2. Those that register then book is a direct correlation to marketing that this exercise (clearly aimed to generate revenue in a slower business travel period) so again it's easier for them to track
3. The take up % of the offer vs those who either ignore it, don't see(or care) and book trips anyway. If one didn't register how could QF know you specifically booked with the offer in mind - whereas it's far more likely you''d register then book sectors(specially if outside your typical pattern of travel) for that reason. Of course one wouldn't want to make generalised assumptions.
4. Limits QF's liability - if you offered to everyone by default then all those last minute business folks(who may not care/notice/register) will get them, and that's a cost to QF vs the leisure pax who perhaps care more about bonus points. Making people register gives QF less points to hand out (in theory) because those that register and benefit will be << than those QFF members who book before xmas for travel in Dec/Jan.
