Upgrading bankwest platinum card to world card

I am thinking of applying for the bankwest platinum credit card as they have a sign up bonus and had some questions about the product:

1. Will the 50k bonus be given only after you keep the card open for 15 months??

2. If I want to upgrade to the world card for the better earn rate how soon can I do it??
