Yes there is. The key phrase: nor should they drive “more slowly than other vehicles”.
In some countries (eg. the US), they actually signpost minimum limits.
You can't just drive 50Km/h below the speed limit because you feel like it.

3. A cyclist is NOT obstructing the road since other drivers, who are actually driving, can EASILY pass them

That reminds me of ANOTHER thing that cheese me off … shopping-trolley wheels for travelators that lock all 4 wheels, rather than just the rear ones which they SHOULD be locking. It means you can’t lift the trolley by the handle & push it up/along the travelator, you’re stuck waiting for the glacial travelator to finally get there, all your icecream melting etc etc.There is no obligation to keep walking on travelators. It does not actually lock the wheels. The grooves of the travelator fit the splines of the wheels which causes the splines to fall into the groove so the wheels never touch the bottom. Adjacent to the wheels is a flat bit which rests on the travelator. This stops the trolley from sliding on the travelator - to allow it to go up and down inclined travelators without having to hold on to it.shopping-trolley wheels for travelators that lock all 4 wheels

FWIW, at least in Victoria, a driver can be booked for "speeding" when travelling at a speed which, while being under the maximum posted allowed speed, the speed of travel is at such a speed as may be deemed excessive due to prevaling travel conditions.If I may clarify by de-verbosing … there’s no actual number/limit for that minimum allowed speed, whereas there is a number/limit for the maximum allowed speed.
