IMO Council should actually confiscate any cat (chipped or not) found outside (not on a lead or in a cat run); introduce a fine for owner to recover (punishment for letting cat out to hunt) or if not re-homed with a week euthanize.

As it isn't illegal to have a cat outside your home, at least here in SA, then such council action is illegal.
 
How would council officers actually catch these stray cats? Look under and grovel under every bush? Be patrolling through the night?

Using a trap - well I’m not sure that’s legal and even if it is how do you stop other animals getting in there?

Our neighbourhood, where there’s probably only about seven permanent residents within a couple of hundred metres, has a sort of unwritten agreement that we don’t have 'outside' cats because we’re in a rural area. I would love to have an inside cat but the amount of travel I do sort of mitigates against that.

Interestingly one of our local councils allowed people to catch roaming cats in cages and handed out cages to do so. Just last week they had to stop immediately as they risked being charged with Cruelty to cats. We have a ways to go here methinks.

Our council has a cat curfew overnight and cats can be caught and impounded (which carries a fine/release fee). Also Vic has cat trespass laws which are enforceable on the owner for non compliance.

The fundamental problem is it isn't the animals that need the licensing, it's the owners.
 
We live in a busy street about 70 metres from an intersection. I have lost count of the number of times cars stop on the red light and I cannot get out of the driveway.

And the worst part is when the traffic starts flowing they just keep moving and not allow me to get into traffic and I have to wait until everyone goes past.

Most of the time I am just taking daughter to school in morning or going to pick her up in the afternoon.

This is not just one or 2 cars, it's an overwhelming majority. It's very rare to find someone wait for you to get out. I can see why people get angry and aggressive on the road. Way too many selfish and disgusting people out there.

I understand the issue but cars can't exactly leave a gap at every driveway either! I always leave gaps for larger streets. Of course they could wait for you to exit but sadly in my experience sometimes, actually, more and more frequently, I do wait back and the cars move into the street and don't even bother to make any acknowledgment of that. If the same person was waiting to enter I'd drive straight past next time.

Friday morning the lights are red. 3 cars went past me up to the lights. I was about to come out but the fourth and last car kept going and stopped in front of me. Where was she going? Cars are stopped at red light? Stop and let me get behind the cars already stopped. No? Luckily no other cars behind otherwise they wouldn't have let me in either.

What I did notice when lights turned green was that 2 cars were turning left and she indicated to turn left, went into left lane behind them and then when lights turned yellow she pulled back into centre line and ran the lights. And as happens she was caught at next intersection 100 metres further up.

I can just imagine what an awful person this is in real life.

Expect they are focussed on stopping for the cars at the red light and not someone in a private road.

I judge my breaking on the distance to the next car that's on the road. I wouldn't expect a moving car heading towards a red light in traffic to change their plan simply to pull up much earlier for me sitting in a driveway.

I let people out first when I'm stationary but not when I'm in the process of stopping. I don't know how they are going to pull out and it's risky as I could end up being in the wrong as I could hit them from behind.

Nah, you are way too kind justifying horrible actions.

I was waiting to turn onto the road, I was already on the road, blind Freddie can see what I was trying to do clearly, no obstructions anywhere. All she had to do was stop 2 metres back and I was in. You need to be alert of your surroundings when driving.

And when I saw her run the lights I saw all I needed to see. Enough said.
