Some here may believe that is completely legitimate (it is legal, whether it's ethical or not)... of course, you get some who also try this on when the left lane isn't a real lane but rather a street shoulder (or parking area).
Not road shoulder but what drives me nuts is people merging 100-200 metres before the end of the lane.
e.g Centenary Highway anywhere you are likely to see the on ramp merging with main highway. Bumper to bumper traffic so everyone will merge safely but people still merging 200 metres before the left lane ends.
Why? Just keep going to the end of the left lane and safely merge there. It's not rocket science
