QF processes the J upgrade requests by status level and within status level by fare class from Flex PE down to Saver Y (can't be bothered listing all the fare classes in order). So all the PE -> J upgrades for Plat's are processed before the system looks at Y->J. Someone correct me if I'm wrong but I believe it's still done by fare class with tie breaker being PCV if there are multiple requests from same status level and same fare class.

So If you have a Y -> J request in as a Plat then system will have already allocated upgrades for: CL's, P1's , Plat's in PE with a request to J loaded, and potentially even Plat's (and maybe lower) who had upgrades requested by a P1 family members. So when the system comes to your request after these people, if there are no upgrade seats left in J then you'll be given PE if there's space and you've selected that option.
