They do. It's stated on the gift card packaging.

Sorry I may have been confused between the Jetstar (what you call Jetstart) card and the Flight Centre card which you didn't mention in your post.

When buying through RACQ, the web page states there is a delivery fee, but that is not charged. There is an option for "minimal packaging" which I always select (don't need the cardboard card carriers), so not sure if they charge the delivery fee if not selecting the Minimal Packaging option.
