    ACMA is the Australian Communications and Media Authority. That's who I pay when I renew my Amateur Radio license every year. (Not that I use it these days, but I have a callsign I'd like to keep, if I ever get back into it.)

    I can confirm that payments to the ACMA don't earn any points. I changed my ACT bus card (MyWay) auto topup to my Qantas Premier card, and set it to the minimum of $20, but unfortunately the next payment was processed just after my first statement was issued, so I don't know if it earns points...

    Whilst there are Amex cards with no annual fee, I would suggest an Amex Platinum Edge and/or Amex Explorer card.
