I used the card recently for 5-6 purchases in Thailand and the exchange rate was on par (perhaps a little less) than I was able to get in the cash exchange booths I use regularly.

I am very hesitant to use it for ATM withdrawals as I do not want to have issues with the card blocked so I prefer to use cash instead.

I am also lucky in a way where I can pay for golf using the card for our social group of 6-8 players and receive the Thai baht in cash. So effectively a cash withdrawal but really a purchase.

Yeah I was in Thailand earlier this year and they had ridiculous atm fees. Learnt my lesson. Will be exchanging cash next time

They generally are in the same area as the other machines but don't have the big bank branding. They are in a lot of the 'touristy' spots in Bangkok ie Siam Paragon, MBK, etc. but once out of Bangkok can be an effort to find. Often also in Jusco supermarkets. I agree the 150 Baht fee is just ridiculous but the Thai banks must have made a motza out of it as something like that doesn't actually stop people coming to the country and without the banks having to spend a cent they have this massive new income source. Prior to the 150 Baht it was pretty much non existent for the ATMs to charge a fee.

Are you overseas? Are you trying to withdraw at an ATM? What error message are you getting?

How much are you trying to withdraw? You can only take out $1000 AUD per day.

Reading this, it looks like you have a card with a $2k credit limit that you have pushed substantially into credit.

There are several constraints on cash withdrawals. There are country limits imposed by banks, daily limits imposed by 28D (mentioned by flashback), and a 'billing cycle' limit also imposed by 28D. It's the billing cycle limit that is the issue here. Basically, 28D only lets you withdraw up to your credit limit in uncleared cash withdrawals. If you have a $2k limit for example, that $2k will constrain you for a billing cycle - that's usually only a few days, but if you straddle a weekend it becomes a real issue.

So that is what is happening here. You have tried to withdraw more than 2k in a billing cycle and until your account reconciles you can't get any more out. That's what the 'available cash' box means.

This is the drawback of a low credit limit with a high credit balance. People with higher limits don't hit this issue. You need to manage your cash withdrawals to minimise the billing cycle - withdraw through the working week rather than at weekends, use ATMs with big international banks, and plan ahead for your cash needs.

(Just for clarity, billing cycle is not the statement cycle - its how long stuff takes to hit your account properly)

Yet another reason to get Citibank Plus for cash withdrawals... I know I sound like a broken record but there's just no point in using 28 Degrees for cash anymore. Years ago before Citibank plus existed, sure, but now, it's not worth it.

Exactly what I do, with 28 Degree for overseas credit purchases, and as a bonus usually there are zero ATM fees with the Citibank Plus :)
 
About 6 months ago I put $1K cash on my 28 card at the PO for a charge of $2. Just tried it again today, and now the PO cannot do it.

Anyone found out another way before I phone them?

Not sure what you mean, but my bank does not do bpay, hard to believe I know, but it's a plat absolutely no frills free cc.
Well I'm pretty sure 99.99% of us put money on the 28 Degree card via B-Pay from our bank accounts.
 
On my statement, it says you can still pay at an Aus Post Office for a fee of $2, so maybe go to another post office.

You can also mail a cheque to GE or you can use a direct debit arrangement.
 
Just called 28D to adv my next travel dates and discuss the cash on card before travelling issue. Of course they too said use bpay too. Or, I could go to a GE Money branch which is too far for me to bother with. I'll do something like as Flashback suggests.

Can't believe that you have a savings account that doesn't have online services and the ability to do B-Pay - didn't think any of those existed after the 90's.
