What? I always select savings. Why would you select cash advance?
Savings won't work in most countries, the ATMs only work with Visa or Mastercard as credit cards. The Citibank FAQ tells you. I have accidently selected Savings in Turkey and it declined. Visa always works.

I have never selected cash advance (Europe, Asia, USA).

Son currently in Thailand and he selected savings and card was declined. He thought the card was faulty so I went into his bank. The bank attendant said credit was the way to go. This is because the system overseas can't talk to savings accounts here. So credit is the only way to get money out.

Either way it doesn't matter what you push, if it spits out money it has come straight out of your account, there is no disadvantage to selecting credit with the Citibank Visa Debit card.

Get yourself a Citibank Plus Visa Debit card which offers the same benefits as 28 Degree did. When travelling you select Cash Advance and Credit (not savings), but it is just withdrawing from your savings. Keep using 28 Degree for card purchases. For this trip, just do card purchases as much as possible on the 28 Degree card.

I'm so angry about this. I've had this card for many years and it's just sat there in the wallet most of the time unused. With no annual fees it was hard to beat. When going overseas I'd just throw a bit of money onto it and find an ATM with no fees so it all worked out well for the cheapest option for cash overseas. With cash hardly ever needed these days (I don't travel to card-less countries these days) I hadn't checked on this for a long time. Went to NZ in January and had to pay cash for some of our accommodation (guesthouses) so I regularly withdrew cash from the card (which I'd loaded with my own cash) to pay these bills.

As I've had electronic statements for some time I hadn't checked anything on them for quite a while. Finally worked out my login to get back in and check my balance after the trip to make sure I wasn't overdrawn. Well blow me down! This mob of crooks charges me for withdrawing my own money! I couldn't believe it. I would have missed one of the many updates to terms and conditions banks are always sending out and if I'd checked this thread I would have known. What robbery.

I'm cancelling the card and feel like chopping it up and sending it back to them. I can't even see how this could be legal. Charging for cash advances when the card is in credit. Still can't believe it. Just another one in the recent litany of companies trying (and often succeeding) to rip me off. Add them to the list (like Arya in Game of Thrones): Optus, Telstra, CBA, Hertz, Booking.com, 28 Degrees...

I personally believe this rant is unfounded. They gave plenty of forewarning both electronic and hard copy, that you chose to ignore it is not their fault, take some responsibility.

The product is a credit card, it wasn't designed to be used as an ATM card, what other credit cards don't have a cash advance fee when taking cash out OS?

I run the Citibank Plus card for cash and the 28degreescard for Credit, both are only used overseas and otherwise sit in the draw.

As I was saying a totally unfounded rant.

Actually they ALL charge for cash advances - this used to be the only one that didn't.

I agree, in fact Id go further and suggest the OP makes a few statements that suggest he's been a little stupid and hence this comes across as an attempt to blame the bank for his own stupidity!

1. Not reading T*C's. Yes I know we all do it from time to time but really the reason they send these out is because the conditions have changed, if we are just too lazy to read them its our own fault.

2. Not reading statements. What can I say, how do you ever know if anyone is fraudulently using your card.

3, Not reading AFF!

Surely I have some credit in the AFF bank after more than 10 years on here and never being flamed or flaming anyone!

Nevertheless it sucks. I still can't believe it and I can't believe everyone reads the 50 pages of T&C that come out every couple of months where they hide stuff. My problem was not travelling for an extended period so I knew the card hadn't been used (at least by me) so I just forgot about it, having no fees etc.

One thing I've learned (from previously opting for electronic statements for my phone) is that I am absolutely hopeless at keeping track of things unless they come on paper in the mail. It may cost more ($1.20 a statement or something for phone bills) but at least I record it and pay it on time.

In any case I'll be cutting back on the credit cards. No need to have the five that I have now. And no I never run up an unpaid bill and get charged interest. Card fees are becoming a killer though.

I'm going back under my rock now.

No need to do that.

I have kept my card, even though I no longer use it for Cash. Still fee free on any other basis.

The Citibank debit Visa mentioned upthread is what I employ these days.

To GEs credit (and I don't like saying that), they even told me when I called to advise them of overseas travel that the terms have changed.

I don't recall it being like that...I'm sure the communications were pretty direct about the change, but it was so long ago I can't say for sure.

Yes, incidentally I didn't want to suggest I've never done anything stupid myself, unfortunately not true!

I do agree with the strategy of cutting back on cards you don't need, with Comprehensive reporting the total card limit will be a factor in whether you can take advantage of additional sign-on promos.

It was actually printed on the 2013 October statement. The notice was printed on the second page, with a square border around the notice, and occupying 1/4 of the A4 page.

One thing I've learned (from previously opting for electronic statements for my phone) is that I am absolutely hopeless at keeping track of things

GE actually e-mail you when the statement is out. You can read that 2 page statement right there and then, then delete the e-mail. It is really bad habit not to read statements, because it could be a bill containing billing error, but you think you paid up, and so you go into default and ruin your credit history.

I felt the same when they made the change but changed my stance.

It's not a bad credit card for the few overseas purchases I make and I use it as emergency cash where all else fails.

I had to laugh recently in Batam where I made 2 withdrawals for <$10 each and was charged $4 cash advance fee for each.

parents are headed to brussels next weekend. they have both 28D (for card purchases) + citibank plus (for atm withdrawals)
having a look on citibank website, i could not find any atm in belgium. then i did a bit of google search and found that citibank has been rebranded to beobank... so i was wondering has anyone had any experience with beobank atms? do they charge any atm fees for cash withdrawals using citibank plus?

I've never experienced any charges in Belgium.

I have never received an ATM fee from any bank ATM in Europe with Citibank Plus. That's not to say they don't exist but I'm pretty sure you wont need to be seeking out Beobank to avoid fees.
