All International Arrivals into Australia to self isolate for 14 days

The fast food drive throughs are doing a roaring trade and their share prices are doing just fine.

You shouldn't. It puts the drive-through staff at undue risk and you are not guaranteed to have no person to person contact when driving (for example a breakdown or being pulled over by police). It is vague when read as documented as the guidelines do allow for leaving your house for medical and other urgent needs, and if you needed food this potentially is urgent, but alternatives such as uber eats which are geared for this situation exist to allow you to order food without contact with others.

In the specific example you have given I would go with a no, because drive in is unnecessary to obtain food. If delivery services shut down however, that answer might change very quickly if you had absolutely no stored food available (a tourist for example).

I was replying to your post, to elaborate on my post .... that people are flocking to the drive through whatever the 'undue risk' from whatever type of quarantine they are in.

This is about safety not your convenience and so yes you should definitly be honest. I don’t want to think about people who are returning from overseas and endangering other people. Which is what you seem to be suggesting.
So further to my predicament of coming back to Australia after being overseas although it was 3 days in Auckland New Zealand, I would like to share what happened after my arrival, and it went like this. As I have already mentioned the people at the caravan park cancelled my reservation because I mentioned I had returned from overseas, their call.
I did get a few nasties for saying that I thought I should have told them nothing and just got on with things, however I like to be honest, in this case it backfired.
On another overseas forum which I have been a member of for a few years I mentioned my plight, not whinging but was looking for some ideas from other members, not ridicule but sound advice or direction because of the fact that I am alone.
Maybe, just maybe karma came my way, after all these years, when after cyclone Tracey in Darwin I took people in that had lost everything and gave the shelter. Yesterday i received an offer on the overseas forum I am with, a person that I have never met offering me the use of his house that is up for sale ,under offer, with three works until settlement, now I have never met this man just a few chat exchanges on the overseas forum,
He met me at the train station and drove me to the house and then he left, so here I am for 2 weeks in the house alone, the house all to myself, I have paid him $200 a week for my 2 weeks self Quarantine, whatever you want to call it.

I really feel for the people that have arrived in Australia and without notice have had to go into this self exclusion.

Now all I have to think of is where to go after my 2 weeks is up, but one thing is for sure, the managers at that caravan park won’t be hearing from me.

Actually, after the drive-thru food discussion my involvement with this Australian thread should be done. But I do empathise with your post and the plight of stranded pax.

I have some free time on my hands and I've been helping others work through the quarantine. I've helped extract a HKer out of Bolivia even though we've no idea if all his confirmed flights will still work. I've babysat someone working out last plane out of Davao (successfully avoided lockdown) and Samui (couldn't extract that one before quarantine).

I just finished working on one just like you.
He's an ex-teammate working on a project in Japan I've since left. He's facing 14-day home quarantine on return to HK.
He doesn't want to go straight home and risk his 70+YO dad.
But like you, many HK hotels don't want FOB arrivals from overseas.

This time we don't have to rely on hotel's or landlord's charity.
Fortunately since our outbreak of SARS 17 years ago Govt here has a protocol of publishing a list of people under home quarantine https://www.chp.gov.hk/files/pdf/599c_en.pdf . Maybe it's to deter speculation.
No names, no flat and floor numbers, just the building name or street address.

A FTer noted some were obviously loaded visitors, cos we have names like 8 Finance Street (Four Seasons) and 88 Queensway (Marriott/Shangri-La/Conrad)

I theorised if the hotel has taken in one quarantine guest, they may be willing to take in another. I don't think concentration is a problem given room occupancy in Hong Kong these days, they'd be happy for the business.
Flipping the list for a name was hard because there were so many residential addresses the hotel addresses are not obvious, so I decided to test the list for street address for some mid-tier hotels I've done functions in previously. Voila, found one for A$100/night. At least my ex-teammate has a hotel option.

I was glad I was able to use my free time to find a solution for this teammate.
And, at least, I hope the deal is fair commercially - the hotel hopefully is commercially willing and able to take in these FOB arrivals and manage any confirmed cases that eventuate.
 
If anyone needs an AirBnB for self isolation, a friend’s daughter in Braddon Canberra has a new apartment which she is turning into a (paid) self isolation place as all the other reservations have now cancelled. She is also happy to provide some supplies.

I would have thought 00:00:01 was start of the day and 24:00:00 being end of the day - but i am a very simple person.

Well yes, 24 hour clock is clear, but 00:00 is the start and 24:00 is the end. This is were it get ambiguous. 0 hours and 24 hours on the 15th are very different times.

The Prime Minister just announced all non residents will be refused entry from 9pm Friday. Immediate family are allowed. From the age;

“We believe it is essential to take a further step to ensure we are now no longer allowing anyone, unless they are a citizen or resident or direct family member, [to enter Australia]," he said in an address on Thursday afternoon.

There is a huge and mounting pile of pages and fact sheets about travel home and self isolation, federal and state, with the advice scattered seemingly randomly. Healthdirect has a reasonably coherent collection of stuff. It doesn’t help that a lot of the practical stuff about self-isolation is state-specific. Below is some of the useful stuff I’ve gleaned.

Moral of the story is don’t tell in advance - I can’t find any obligation to do so. When I arrived mid morning at my transit accommodation (according to the fact sheet I got on arrival, layovers en route to accom/home are ok) I was asked if I came from overseas. Wasn’t turned away, but told checkin time was 2 pm. I responded I had to quarantine immediately. Got the room (courtesy of duty manager). If they turn you away I’d consider calling the police to find out what to do, as the accom provider is preventing you from complying.

So for all of the inbound passengers going straight to self isolation how are they supposed to get groceries? Coles Online is offline and the earliest delivery window for Woolworths was Saturday if you are lucky enough to fluke a spot and complete check-out before it disappears.
Yeah, and Woolies have suspended click and collect as well. This was a big issue for us as we live in a remote Place. Luckily we have family doing shopping from 80km away. But if stuck and you can’t get groceries in some states it seems you can register and get assistance with the Red Cross. This is the Queensland advice.
How do I get things I need while in self-quarantine?
The Queensland Government is partnering with the Australian Red Cross, to ensure people have access to support during their period of self-quarantine. This service includes a regular telephone call to check-in on the person’s wellbeing and to identify any practical support they may need help with. For example, organising the delivery of groceries, access to educational materials, replacement of medications etc.

People who are self-quarantined must call 13 HEALTH (13 43 25 84) for further advice and to register for support. Staff at 13 HEALTH can connect people through to a local public health unit and other health support services.

Compliance with requirements is up to the states, under their Health legislation. There have been emergency declarations made which give officials very broad powers. In Queensland you’ll find them in Part 8 of the Health Act 2008. Here’s the advice from Queensland, which might vary, like penalties, from state to state.
What happens to those who do not comply with self-quarantine orders?
The health and wellbeing of Queenslanders is our top priority, and we know Queenslanders are always supportive of measures that protect the community.

Queensland Health is issuing notices to people who have travelled to at-risk areas, or who have been in contact with a confirmed case, that requests them to voluntarily quarantine themselves.

If a person is suspected to have breached the notice they had voluntarily agreed to, we'll initially work closely with the person to ensure they not only understand their obligations, but also the importance and seriousness of self-quarantine under the current global circumstances.

There are additional compliance measures available to Queensland Health under the Public Health Act 2005, and any further failure to comply may be subject to enforced quarantine and receiving fines of up to $13,345 and other penalties.

Probably largely for optics now, as I doubt anyone is really coming and the airlines seem to be making the decision for them.

It will allow formal refusal to board for the few who intend to do the wrong thing.

The latest from one AIRBNB operator is for the requirement for me to provide a doctors certificate to confirm I am virus free AND to email them every page of my passport, which I will have to provide on arrival to confirm they match. So this is another business that will never be seeing me again, even when the all clear is given.
I did reply to them saying that it will take some time for me to get a police clearance, but other than that what can one say?
 
From my previous post let me add that I was looking for a 3 month short term rental, so business must be good for them when they start doing this coughe.

What’ the business looking for? A big fat China entry stamp or a Malpensa exit stamp? Would it completely blow the socks off the owner to find out I’ve another passport to hide them if I want to?

Proper PCR swab tests are still in short supply so really should be left with public health officials/hospitals to decide who to administer to; whatever test you use to satisfy germophobic landlords/service providers/airlines/immigration authorities (I’m looking at you, Thai Immigration) is up to you.
