I don't know about anyone else, but I no longer earn ATO points on my Westpac Black cards, and no longer have the ATO earning but no-longer-available Westpac KrisFlyer card, so a better earn rate at Westpac is no longer relevant for most people's ATO payments (the topic of this thread is "ATO (tax office) payments by credit card")
In any event, I have the ANZ Frequent Flyer Black, not Rewards, which earns 0.75 Qantas points per Visa ATO $ spent and 1.5 Qantas points per Amex ATO $ spent, so transfer rates to CX/SQ are a moot point.
FWIW, I get 1.33 CX/SQ/V etc points per $ on my Citibank Visa card, but no ATO earn at Citibank anymore, which is, I think, a bit better points earn than Westpac, or any other Australian issued Visa or Mastercard, as far as I know, for non-ATO expenses...
