And I am more than pretty sure that it was the way the notice was presented had more to do with it (in my case) than the state where it occurred. I must check some of the NSW clusters to see if something similar gets posted - perhaps it does?
If it was how it was presented, it was Arcare that advised in a public way to the journalist in this instance , and not Western Public Health (or at least not anything that I had seen).
However, notification outbreaks and their cessation are not a new thing in all jurisdications, and sometimes they are indeed advised of in a public way, and sometimes it is just a direct communication to those involved and this is so for all types of outbreaks from gastro to measles to now Covid 19 as well.
ie A gastro outbreak involving a restaurant may see the relevant Public Health Body a media statement Whereas at a childcare setting it will be often just just done directly as it seems it was done with Arcare in this case.
Managing outbreaks is a function that Public Health Organisations are there to do. It is entirely normal.

Gastroenteritis - Controlling Viral Outbreaks
Outbreaks of viral gastroenteritis are common especially in residential care settings and child care centres. Outbreaks are controlled by good hygiene, isolation of ill patients and disinfection.
