I would be inclined not to fine the fully vaccinated. I would also suspect that many turned up not expecting the limit to be exceeded. However the host family should cop the maximum fine as clearly they would have known.

The number of people who contracted COVID-19 at a West Hoxton birthday party has grown to 27, with seven more infections among their close contacts. Six party-goers who were fully vaccinated and one who was partially vaccinated have so far returned negative tests.
It was bloody obvious from the start, the hosts lied including about their interstate guests. Hope to see report of huge fines to all adult attendees.

The 2nd case in Brisbane was a covid ward receptionist worker who wasn't vaccinated, could well be a whole new leak.
Presumably a state run hospital then.So likely 3 separate clusters in Qld - the flight attendant (from HQ), the miner (from another HQ) and now a hospital worker on a covid ward.

Jon Faine (with usual spot on insights), probably summarises the feelings of many Victorians well at the moment in his opinion piece on The Age on the weekend (which is conflicted over the Sydney outbreak). Whilst I'm not in Victoria, I am Victorian, all my relatives are there ( and I did experience several lockdowns when there), and whilst I don't wish lockdowns on anyone, a small part of me takes some (comfort? relief? joy?) from the fact that COVID is no longer seen as something that just effects Melbourne/Vic within Australia ....

(and perhaps cynically I'd also suggest outbreaks in NSW and Qld, where the federal election will be decided, were very much necessary to see a change in direction on vaccination. Another outbreak in Vic? Who cares? ).

And as usual trying to further reduce arrivals, hilarious Miles is complaining about cases being found in HQ given that is the whole purpose of HQ.
Arrivals aren't the problem, its selfish workers who choose not to be vaccinated and don't use PPE properly and failure of procedures that are causing the leaks into the community. Maybe direct some of his rage at their own policies of putting healthy low risk aussies on same floor as higher risk overseas arrivals?
Queensland's Deputy Premier Steven Miles says Australia needs to reduce the number of people coming in from overseas.
"Right around the country right now there is a lot going on with this pandemic," he says.
"In Sydney, in Perth, in Darwin, multiple outbreaks now here in the south-east and for the first time in some time, potential exposure in regional Queensland. All of them can be traced back to international arrivals. In fact, every day we have new cases in hotel quarantine from people who have travelled from overseas."

Its great they were vaccinated and they arent unwell, a good news story that should be exploited (whilst admitting its with Pfizer) but as health workers they should know better than your average joe the importance of the venue caps and physical distancing.
The attitude of these rules don't apply to me is why we have this current situation.
In future there will be exemptions for fully vaccinated people, and I agree with those, but right now that privilege doesn't exempt them from restrictions as they can still spread the virus.
You still see this in 'the comments section'. Stop the flights from India. People don't seem to have realised that Delta has gone worldwide. Or they would just never consider banning travellers from the UK.
