As already mentioned to get to Step 3 for Melbourne the Community Spread Trigger appears to be the harder one to achieve.

Though in today's presser Deputy Chief Health Officer Allen Cheng did state that they will also be looking at exactly what the are and that may possibly lead to some relaxation in the triggers, rather than sticking rigidly too them..

Having said that significant unknown (mystery) cases would most likely have them acting on the cautious side.

..if you have no venues of interest even residence suburb is of interest to some in making their choice about exercise/shopping, instead of daily waiting of the heatmap.

While I certainly want more information too, and so do not disagree with what you are saying, public locations such as stores/shops/ takeaways (KFC) /hospitals do get mentioned quickly, and also the 5km rule is in place on exercise.

Schools in Melbourrne are not open. If a kindergarten/child care has a case it does get mentioned.

NSW announced increasing stadium venue capacity from 25% to 50% with a maximum of 40,000, subject to 4sqm rule from 1 October.
 
NSW 5 new cases

Of the five new cases:
- 2 are returned overseas travellers in hotel quarantine
- 2 are locally acquired and linked to a known case or cluster
- 1 is locally acquired and under investigation
The one under investigation has since returned a negative test, so they are just being cautious at the moment, isolating and waiting for further tests.

NSW mystery case watch

5 in the past fortnight, but if the 1 case added today relates to the potential false positive mentioned above by @Flying mermaid , then it will be eight days without any mystery cases.

Many in outer suburbs will not have a choice of shopping centres to avoid under the 5km rule and aside from takeaways, supermarkets and chemists there is no other general discretionary places to catch it. The infections will largely be coming from aged care, health care and home settings.

When stage 4 is rescinded, that's a different story.

Just so we are clear and on the same understanding: is stage 4 rescinded about the same as Step 3 for Melbourne?

The situation is dynamic, only will know when the announcement is made. We could have a 3.5 or a 3.25, a different 3 to last time,

From this week we have 3.95
 
So the impression is Step 4, not Step 3, is closer to Stage 3.

What I may not have conveyed clearly enough is we had up until this week what they called stage four. This week exercise was doubled, singles got visiting rights and playgrounds were opened so that is something less than stage 4 that we had.

What the exact restrictions will be for the next loosening will be whatever they are when they are announced. Unless you have some inside knowledge? I have no idea as yet what the CHO will advise or the Premier will announce.

Ok, sounds like you are frustrated.

I thought a view could be formed from the roadmap. You indicated the further details would be useful when Stage 4 was rescinded. Sorry for asking for clarification.

Childcare will open from 28 September, standalone (sessional) kindergarten programs from Monday 5 October in line with Term 4
Schools will see a staged return to face-to-face learning. Prep to Grade 2, students in Years 10 – 12 undertaking VCE/VCAL and specialist schools return in Term 4
Outdoor exercise with a personal trainer allowed
Restaurants and cafes open for takeaway and delivery only

Key points of Step 3

No restrictions on leaving home
Spend time with others outside where possible
Public gatherings: up to 10 people
Visitors allowed at home from 1 other household (up to 5 people)
Schools will see a potential staged return for onsite learning for Grade 3 to Year 10 subject to public health advice
Hospitality open for predominantly outdoor seated service only
All retail open, except personal care (hairdressers open)

Key points for Step 4 (Last Step)

No restrictions on leaving home
Public gatherings: up to 50 people outdoors
Visitors in the home: up to 20 visitors at a time
Schools open for onsite learning with safety measures
Hospitality open for seated service only
All retail open with safety measures
Phased return of organised contact sports resume for all ages. Limitations for spectators
Galleries, museums and other entertainment venues open with some restrictions

But we also have statements from the Premier, "its dynamic", "not a day longer", various exceptions are being made on representation and the CHO deputy today again said that they might not stick to the strict targets, so I have formed a view its all dynamic.

My position is I will take it that nothing is set in stone and when something is actually announced and a date and time quoted, it will happen.

Prof Sutton last night also briefed the hcp's that because the numbers have so much depth to them (e.g. where the numbers come from) that if he is comfortable he can release ahead of 'schedule' of the black and white targets they had to release to calm the media and population down and give them something to work to.

So you are right, there is some level of discretion.

I am certain that if the next three days numbers are less than 10 or more than 100 then all bets are off.

I cannot predict the future nor can the CHO. Most of the models used by both the state and the feds have been little more than wildly indicative of a worst case scenario.

[Edit} IIRC the Premier & CHO saying a few days ago that every day they plug in the new numbers for the day and a number of other gems they have discovered from the data and the outcome varies markedly and that's why they were not at all concerned at derogatory comments made by various talking heads at Universities, Media etc coming up with different conclusions all over the place.

Sure hope the 5km limit and curfew is lifted by then. 🙏🚗🌳🚣‍♀️

But also a bit wary of everybody seeing it as an opportunity to congregate in various places and a certain cohort not socially distance and put Melbourne back in a place we don't want to be. :mad:
And someone I know is petitioning against daylight savings... because we really want the sun up at 5am during lockdown.

I've pointed out earlier that due to the shortage of backpackers, QLD has more justification not to have DLS. Not enough casual workers to change the wristwatches on all those cows. The cows can't change by themselves.

ACT is now 69 days since our last case and 47 since a case was active. Sooner or later we must get a case (hope not!) and it will be a shock!
