Fair points. It's all very unprecedented and everyone is just taking their best guess I suppose.Think the Japanese option was the only practical option.
And while you don't know because of lack of test kits, think it's more than likely the quarantine had work - it had just spread pretty widely in the 8 days previously.

Well, you’d kind of expect them to say that though. Scrambling comes to mind.That isn't what the NSW health minister and chief health officer said in their press conference last Friday lunchtime which i was watching on ABC24. They said all pax had been told they had to self isolate but some pax had been heard to say they wouldn't bother as there was no covid19 onboard (now proved wrong). The press conference was to get the msg out that they most definitely did need to self isolate no matter what they thought they might or might not have been exposed to onboard.
Dubai port closed.From that article, "the ship was to refuel at Fremantle before sailing on to Dubai ". Can they just do a refuel and do nothing else without any of them getting close to or touching anything that we may touch...

...and I congratulate him stating he will not accept any passenger from that ship being allowed to disembark into the general population sick or not.
If they are well and don't have an Aussie passport, I suggest ferry them straight to the airport.
If they are sick then move them to quarantine with associated medical facilities provided to support them.
If they are not sick and have an Aussie passport, move them to a confiscated hotel and lock them down with security processes in place until 14 days has passed and they also show zero symptoms.
