Moving carry on luggage to another overhead bin??

Many years ago my mother, whose travel days are sadly over and now in Aged Care, found that the pax in front of her had put his bag under his seat, i.e. in her footwell. He claimed that that space also belonged to his seat and hoped mum didn't mind. He was not happy to move it, but once Dad said he had 5 seconds before it would be in the aisle, it was quickly removed. It was TG BKK to SYD, so not a short flight either.
That would have been my response as well.

Italians can be like that, very sefl oriented/centred.
I have a neighbour who is like that/thisl
They feel they can have their noisy parties, and play doof doof all night and day long.
Just because my parents have got lemon trees, and they sometimes have borers, this set of neiighbour, him and his son, dare to come and tell my parents off.
The lemon trees were on the block before my parents bought the house.
Not like your "situazione segnor/senora", but they feel they are very important.
Fine for them to wrong others, but they themselves can smoke ciggies all day and all night long, and the cig smell wafts onto my parents place.

The rules I will die on a hill about:

1) Only move my bag forward, never back (actually same applies if someone wants to swap seats to be next to their friend)
2) Priority is determined by time of boarding. If you higher priority, in
theory you can be one of the earliest to board to avoid this situation. That you chose not to (or couldn't even) doesn't override anything.
3) I will not make room for your SECOND bag to go overhead.
 
Airlines should take a page out of Norwegian
Low fare = underseat carry on
Low fare plus = underseat+overheat+23kg checked. If overhead already full when you board it gets gate checked

Flex= underseat+ guaranteed overhead+ 2x23kg checked. Boarding before Lowfare plus

Or just adopt Southwest - all tickets come with 2 checked luggage allowance

Simpler....fairer....
 
Historically it’s been first in best dressed regards overhead baggage containers and now some what it to be LIFO (last in first out)

It's fine line though. There are people who tend to enjoy their early boarding privilege and take up space by laying suit jacket over luggage when a backpack could easily fit in. I'm not keen on stowing my backpack at my feet restricting legroom so someone can lay their suit jack flat in OH locker. Usually a FA will intervene when they are desparately trying to fit everything in.

Vueling Airlines, similarly play around with luggage combinations.

Timeflex = 1x underseat bag, 1x 10kg overhead locker luggage, no checked bag

Optima= 1x underseat bag, 1x 25kg Checked bag , no overhead locker luggage; though the option for 1x 10kg overhead locker luggage is 28 Euro for a approx 1hr flight.

Basic= 1 underseat cabin bag only

I've been on airlines where all cabin baggage had to be tagged (using those paper tags with elastic cord). This not only lets the airline check /charge for bags that shouldn't be cabin bags, but could also be used to clearly distinguish which bags are ok to to go overhead using one colour, and which are underseat personal bags using another colour..

But of course, the above requires more staff..and the move to make flying more like using a vending machine will mean this wont happen.

Well Qantas fares all come with at least 1 free checked bag.

However having flown both Qantas and Southwest recently, having the ability to check bags freely doesn't prevent many who think they are entitled from abusing the carry-on allowance.

What is needed is better policing on carry-on and adherence to PB rules.

Norwegian has a system where Flex fares come with a special carry on tag which identifies them as guaranteed overhead. Lowfare plus has different carry on tag

PB carry on only works when PB actually boards first - which means they have to be at the gate when boarding commences and not a slow dilly dally whenever you like type of PB

Carry ons should be policed - unlike my situation where I was able to carry on 2x20kg carry on o_O

Provided they do not start any general boarding until those in the PB line who were then when it was called is cleared first.

I have nothing against tagging carry-on items as overhead vs under seat either (Jetstar do this); not really different to having reserved overhead bin spots per seat which I wholly support.

Easy on! One of the great benefits of PB is strolling to the front of the line past all those queued up in general boarding. Some may even take pleasure in it. No one with PB wants to stand around the gate like a salivating fox waiting for the lamb to hit the ground.

Yes, if need be. The lack of overhead space is more likely caused by airlines not enforcing limits, or idiots playing silly buggers like putting their bags well forward or demanding their bag is located in the space directly above their seat, not because of PB.

What if its a case of other priority boarding premium passengers who did line up and took up the space?

That's plausible, as are any number of scenarios. But not wanting to line up is a reason that PB exists (same with priority checkin and baggage), so having to line up in order to get overhead space defeats the purpose. The rest is up to the airlines.
