And there have been a reasonable number of people on this site who have told of instances where the NGCI tags have been either ripped off completely or damaged in such a way that the data was unreadable.

First and most important is that I am flying a full-service carrier and they want me to check-in my own bag? Please! If I was flying Tiger or GOD forbud Jetstar then that would be a different story.
Secondly what will using NGCI check-in offer me? Better seat? Faster luggage turnaround at the other end? Quicker check-in experience? I can either line up at the Business/Platinum counter or find a free check-in kiosk and then the baggage deposit. Much of a much muchness.
Thirdly the first two reasons are important enough for me....

Both the bag tag and the verification sticker would need to come off; either on their own is probably more unlikely than the NGCI tag being severed.Probably the same as what happens if the paper tags come off - you lodge a missing bag report and they have to locate it based on the description of the bag.

Are the tags locked to a particular person?
I used my Q tags for the second time yesterday (usually am carry on only) flying ADL - SYD and one of my bags didn't arrive with me.
That's interesting (and terribly annoying!)... sounds like the Kal Qantas assistant might possibly be right. The other thing she said to me was to write my details on the Q-tag itself ie name and address - as sometimes the Q-tags weren't recording all the information.
I find the best piece of information, other than name, is your QFF number, as they can use that to find your address if they have access, but if they don’t then perhaps you don’t want them knowing your address

Just got off the phone with QF, having finally tired of not receiving my NGCI kit.
The latest is that the rollout of kits to eligible members will take until the end of July.
(Given that we were told it would be finished by the end of February, that's only five months later than planned!)
The customer service person was quite apologetic, noting that it has taken much, much longer than they originally anticipated, and asked if I was in a particular rush for mine and needed it expedited. I said no, that I would just continue travelling with my old card - as I have been doing all year so far - until such time as the kit arrived.
Anyway, just thought people would like to know that the end of July is the new anticipated finish line .....
So every time I called them to ask and they said 4 to 5 weeks was just to keep me quiet.
