Predictions of when international flights may resume/bans lifted

So now VIC is saying that once 80% of all over 12's are jabbed (not over 16s as they agreed initially), they'll possibly allow international borders open with revised quarantine arrangements. Seeing as they expect this to occur in 2 months - is there any idea at all what these arrangements are? 14 days or 7? Aussies only or foreigners? People coming in from where - everywhere or Singapore and NZ only?

When will we have some clarity over some really basic info? And for those that think this is complicated it really isn't. Governments just seem to want to hold up things for no reason. Fully jabbed Aussies should be coming home now and quarantining at home or not quarantining at all.

The detailed document given to journalists indicates that revised quarantine arrangements for International arrivals will take place from 5th November with 80% of 16+ vaccinated. I imagine its just for stranded Aussies/PR but at least they now have a 'date'.

I am seriously angry about the goal post shifting. It’s been happening here in ACT for a few weeks now. Looks like Vic and QLD are now following suit.
Not sure Vic is in that boat. But the current non-NC roadmap boat seem to be WA, ACT, Qld (90%), NT (80% in each region) - not sure Tas / SA Status.

Sorry where are you getting this from?

I’ve read all materials released from Sunday and there is nothing about over 12s being in the 80% trigger figure, I’ve also listened to the press conferences most days for last 5 weeks. In fact i believe it was only a week ago Andrews confirmed the target was 16 & over group when answering a question.

Can you urgently post a reference or link to this source?

I’m extremely surprised if this change has occurred and why no media source (I don’t count FB or Twitter posts unless from Government accounts) has reported on it.

I know that there sometimes seems to be confusion with comments from QLD government being applied to VIC government I assume as they are both ALP but there positions are very different you only have to see pushback Andrews gave when QLD CHO was against use of AZ in under 40. I’m hoping this is just confusion or misinformation someone is spreading.

Opening up international travel is critical, a life long friend is desperate to travel overseas before his father dies (he is located in Victoria and Fed Gov won’t approve him to leave) can we please check or at least provide actual sources on something so important.

If this change is happening (including 12-15s in Vic 80% trigger) and it is not in any of the published Vic Government materials I feel protesting, even during COVID, is now very valid.

Thanks in advance for sharing your source and sorry for somehow missing this massive and significant change.

There is no official source. It was probably “testing the waters” focus group cough….

At least outbound departures are a Federal call and the plan is out.

12+ is on the roadmap according to Daniel Andrews own Twitter account:

I haven't read the detailed info on the Press Release: Victoria’s Roadmap: Delivering The National Plan | Premier of Victoria
“Phase D“ criteria haven’t been published nor agreed by National cabinet (as far as I’m aware?) but academic to the concerns raised by @coyote25 - outbound departures restrictions are lifted at 80% (Phase C).

There’s supposed to be no inbound restriction for returning vax’d Australians but some of the states are obviously pushing back to save votes….

There was some discussion up thread. I think international travel is meant to start before 80% for 12+ but my recollection from what I've read is that the VIC plan says decisions on things like that are up to National Cabinet.
Thanks for sharing. So this is in the Phase D stage which is after international travel starts which is why I missed it I didn’t read beyond Phase B or C as that is major restrictions and lockdowns being reduced and/ or removed.

I appreciate the quick response and the direct reference. I was really concerned that Phase B and C had new trigger points so I was panicking a little, probably cones from 200+ days in lockdown were most social interaction is with cats 🐈😳😂

Look like only thing Vic Gov says needs 12* age group at 80% is Christmas together s and they are projecting that being reached 2 weeks later at 19 November so limited risk that won’t be net in time.

We have to over the borders and we need NSW & VIC to both do it as effectively that forces a change probably sooner on the rest of Australia.

But being selfish I know people who desperately need to leave the country for family never end of life so I want VIC include urgently.

Let’s get there ASAP.

80% of 12+ is mentioned by Vic government in the Vic Roadmap as their Phase D.

Phase C of the National Cabinet which is the main International travel element is 80% of 16+.

The Vic Roadmap uses 80% of 16+ as their Phase C, however the roadmap makes no explicit reference to International travel or quarantine - in terms of travel only a reference to interstate travel.

The Vic Premier verbally expressed that he expected international (edit: and interstate) travel to resume at 80% of 16+.

Phase D is the final phase of the National Plan which is getting back pretty close to pre-COVID rules: https://www.pm.gov.au/sites/default/files/media/national-plan-060821_0.pdf

No national target vaccination level for phase D has been set.

I think once everyone has reached phase C there probably won't be an immediate jump to phase D and that there will be a new roadmap of stages to get there, but we will see. I'd love us to get quickly back to pretty much pre-COVID rules for international travel, but I can't see that happening for a long time.

Well either that or some things that "may" be in phase D won't make the cut.

Because he has zero control on outbound international travel.
Yes, that would be my guess as well. Also in term of quarantine (and any applicable double quarantine for covid-zero jurisdictions) - not everyone is close to the same page - do we allow of 2 test method, 7 days at home, 14 days at home.

Thanks everyone. Just was a little triggered by incorrectly thinking Phase B and C were impacted by a revised benchmark.

I guess my resilience (can’t believe I’m using that word) is lower than I thought. We need to end this phase ASAP.

Have a good evening, and if outside of Australia happy travels.

It now looks like VIC, NSW and SA will be open to international travel before they are open to QLD travel after today!
That’s fine by me. We were due to go to Noosa end next month but that looks dead now. Haven’t been to QLD for years and it was only really the offer of a luxury residence for free that temped us. Personally I’m happy to travel overseas instead if they don’t want us and I suspect I’m not alone.
