The Press Release is on the PM's website:

"States and territories will begin this program at different times given their varying vaccination rates but we expect the system to commence in November... We know it has been an extraordinarily difficult 18 months for Australians overseas trying to come home and for Australians with family and friends overseas."
So it's up to the states. November is good. Here's hoping that VIC starts by early December.
Some acknowledgment is nice, but I guess we'll never get them to admit that the border closure was wrong and get an apology.

Victoria is clear it only follows health advice. The Cth and NSW have said they follow a range of advice - advice that may not necessarily be in the best health interests of people. So I wonder whether the TGA's approval is just on economic grounds, or whether it really is valid in terms of protecting health?
