Passengers on domestic flights QF400+ who have direct international connections will not be able to use on-line check-in either. The new service will be available to all passengers on flights numbered QF400+ flying to any Qantas/QantasLink port. Not sure what's happening with Jetstar or people flying on QF codeshares on JQ - haven't heard. I would expect JQ to release OLCI in the near future.
Do note that OLCI will not be available to people with special requests, say Wheelchair, Guide Dog etc.
Exit rows will not be available at the point of online checkin, and will be allocated at the airport (so they can check you).
