At a guess there was a problem with the finish, and it's in the process of being rectified.

Agreed must be some imperfections with the paint finish

Seriously this looks like what you would get if you let the year 10 work experience kid loose on an aircraft.
The series of historical insignias just looks like a mess.

Its not offensive just a bit boring.
