In that case, I wouldn't expect anything from Virgin to apologise and/or compensate you, because in their eyes they have provided business class service as per their definition of the product (which, in the E190 is two economy seats). Even if you had booked a 738 and were 'downgauged' the CSM onboard wouldn't know that.
If you didn't like the seat, I would contact them and complain. After all it's thanks to complaints back in February that they pulled this style of product from sale on the 737-700s. I don't think pulling E190 J sales is a reasonable business possibility for them at this point but you will at least be helping make them aware that the product has shortcomings and, if we're lucky, it might even get re-priced to better reflect its value to pax relative to 737-800 J. Although they've stuck with it for six months so odds of that might be thin.
