No, I think the issue for me is the coughpy highways we have in Tas - esp the Tasman Highway up the east coast, where I live. Narrow ( and no shoulders), winding and for many km absolutely unsafe to pass anything, let alone with 1.5m to spare. Also the west coast, although fewer cyclists there.I would suggest the issue with your example is capability to drivers to understand the road rules and think.
* Yes, definitely highways - Tasman Highway A3 NE of Hobart to St Helens and through into Launceston ( very popular with cycling tourists), Lyell Highway A10 in the west. There are not classed as ‘National Highways’ but certainly called Highways.
