Are we talking about just buying goods here...or also getting cash out?
Citibank did a deal with 7-11 to install Citi ATMs in most 7-11 stores. Its a Citi branded ATM located inside the store. No need for purchase. Note that the ones I used dispensed $20 and $100 notes (and maybe $10 or $50, not sure), so if you don't want $100 notes in your withdrawl, carefully select the amount to withdraw. There is no charge, so multiple $80 amounts can get you a bunch of $20 notes.
How long been like that with 7-11?
It has been this way for quite some years, with the original announcement dated April 2006.

It cost $17 to grab 300 pounds using my 28 degrees card last week. I was in a mad hurry so it was ok to use a wrong card for cash.

Just got pumped $15 to grab $500 of my own money off this card. Told them that if it wasn't reversed the card would be cancelled within two days. Suffice to say they reversed the charge.

As in you went to an ATM and got charged the stated fee, then complained? Or did they charge you for having the account in credit?

Did you not realise they now have a fee? The citi debit is the new alternative and is a savings account so designed for this.

Made a mistake earlier in the year in Paris by drawing cash from an ATM with the 28 Degree card. I mean't to use my Citibank card. I blame it on the red wine.

This is the citibank plus debit card? Is it easy to get?

Yes, just apply online. If you're lucky you will get accepted without needing to provide any further ID (I did it this way, it seemed to leverage the Citibank CC I hold) ; otherwise if ID is needed you can do at the Post Office or a Citibank branch (if you have one local).

I have the Citibank Debit card, what is the difference to this Plus card that is being mentioned?

I found it funny that I didn't have to and I applied from the UK! Won't complain though ;)

Ok. Just applied. Then added in my DL passport details and medicare details into a secondary page. I guess such things are checked online these days.

Appears to be random, but expect to have to front up at the local PO. It's worth it for the good FX rate.

Indeed. I had to do this but it was fairly quick and painless.

Yes, even if you supply all the ID required during your online application they will make up a story about it needing to be confirmed etc and send you off to a PO to have it done. Citibank can be very inefficient at processing new applications sometimes so be prepared to chase them up.
