I'm reasonably certain my ORD-TXL flight is being canceled imminently. Have contacted QF as it's an Award ticket but they aren't doing anything yet.

They would need a local partner to do so. Ownership laws, access to the local traffic rights, etc. With Jetstar Japan, that's JAL. Jetstar Hong Kong was planned to be MU (wonder if it would have gone differently had they partnered with CX). I am not aware of any 'public transport' rail operator worldwide that is profitable (apart from perhaps a few niche examples.)
