They would need a local partner to do so. Ownership laws, access to the local traffic rights, etc. With Jetstar Japan, that's JAL. Jetstar Hong Kong was planned to be MU (wonder if it would have gone differently had they partnered with CX). Still worried about where I stand regarding my TXL-MUC flight in mid December. Unsure if I should wait and see, or look at other options. Thoughts?

I am not aware of any 'public transport' rail operator worldwide that is profitable (apart from perhaps a few niche examples.)
