I did research this a fair bit and I decided I was happy to:

Look up “delegated legislation”. Ministerial determinations fall in this category

As good as law subject to affirmation of Parliament
Okay, thanks. I had an idea that Parliament needed to approve.

So the anti-vaxer ploy of I will be ok if everyone else does the right thing.

I like to say this... I had never promoted or objected other people in either downloading or using this app... all I said in my original quote is that "I feel many people would do it in the hope of easing the lock down sooner if they had the app"... for me personally, I would not download or use it

Further to my earlier post on this topic - I have downloaded the app on an iPhone 7.

My question / suggestion regarding the app - have a button on the app which displays the number of unique contacts recorded on each of a rolling 21-day window. This would have 2 benefits:-
  1. Allow you to check if the application is actually working (overcoming one of my and others concerns)
  2. Make some of the non-believers curious enough to download the app
Finally - while not mandatory to download - allow businesses to mandate that entry is only allowed if you show that you are running the app. I totally understand that this has many limitations - e.g. public transport, open areas like beaches and so on. But restaurants, pubs, work-places, theatres, etc could implement this. Now if one's objection to this is on the basis of personal privacy or whatever - businesses are allowed to do bag searches which IMO is much more invasive.

Bag searches are not asking for personal details that could be used against you - and also they state that before you go in or not.. and also the government also said it is NOT mandatory either.. therefore you should not discriminate people for NOT using the app

As I found yesterday, people in that business may not have the app themselves.

Interesting point on bag searches, when are they allowed to override up one’s objections to doing your bag search?

There is a sign at the front of business as condition of entry - most stores normally do a glance as a search normally - not a detailed search anyway.. and only some of the times they check the bags..

Sorry @tomcut2000 - your objection doesn't hold up - firstly you could easily advise well before entry to a venue that running the app was a requirement; secondly if such a requirement was considered discriminatory then so would dress codes, bag searches, appearing to be intoxicated, ..... finally people who believe the app is "asking for personal details" - it's not the venue asking for these details - but people who feel that strongly about the app probably don't want to go to such venues anyway.

I still see the unnecessary need to have it as a compulsory installation... the app is good but as the government rightly pointed out.. it is personal choice whether to install or not

Can't resist responding to this as well with counter examples - performances at the Sydney Opera House certainly do more than a cursory search and even limit the size of bag you can have with you - same with the Australian Open Tennis in Melbourne - I'm sure there are many other examples. Many sporting and other venues do not allow you to bring in your own alcohol and in some cases even your own food.

The bag searches at venues are more of safety purposes at the event - but this app is only useful after the person left the place... and you said bag searches.. retail bag searches are different to those at venues... they don't allow those things for violent behaviours.. but the app is asking for personal details.. and the government is NOT asking for compulsory install.. therefore businesses should do the same

Exactly Im sure Im not the only one to have spare phones around the house.

Even after disposing of several 2G-only and 2G / 3G2100-only 'phones, I still have 11 spares. Of those, 8 are Android, but only 4 are running 6.0 or later.

What are the powers that be actually counting? If each registration needs a unique mobile number to be counted, I've still got another 15 to choose from.
