I have said for some time that a key problem in Vic was over reliance on people to do the right thing. To follow the rules or restrictions. Most do, but for those who do the wrong thing it has been way too easy to exploit things.
The exercise loophole is a case in point.
Self-isolation with little or no checking apart from phonecalls (early on).
It is but one reason why I think the the new curfew is a good idea, as is the only one person shopping rule, as while it is an inconvenience to those who were doing the right things, it makes it a lot tougher for those who want to do the wrong thing to do so. And a lot easier for the police to enforce the rules.
