How sad for the families of those who needlessly died as a result of Melbourne Hotel Quarantine failures that the inquiry has not been able to attribute blame for the decisions to solely use provate security.

Probably because that wasn't the sole reason :rolleyes:
The issue of private security (ie no police or military presence) may not have been the sole cause of the outbreak, but the fact that no one can be held accountable for solely using private security is still a very poor outcome for those who lost loved ones in that outbreak. In fact it stinks!
 
It's an interpretation thing - hard by Queensland standards means a police checkpoint rather than a trust system. Have your papers ready, and if you're from metro Sydney expect to be turned around or sent to prop up the SE Queensland hotel industry for 14 days.

Hard by WA standards means no admittance unless you have an exemption from HM the Queen of Westralia, approved by the Privy Council, printed on parchment and shipped on a sailing barque to Perth.

Maybe we should have a gathering or something of the Premiers to decide on national standards and terminology of everything covid-19 related? Wouldn't that be great. They could meet fortnightly to sort this stuff out..... sigh....

We still can't even have a national standard for community transmission! Just a definition!

The use of private security wasn't the cause of the people dying in the aged care homes.
The aged care homes are responsible for hygiene and proper supply and use of PPE by their staff, as well as sufficient and appropriate cleaning. If this had been done, it is likely the disease would not have entered the homes.

The Federal Government, which is in charge of regulating them appears to have abrogated their responsibility to ensure compliance with basic standards of care to the residents of these homes.

At the end of the day it was a decision by default. The real problem was poor management of the program overall and very poor risk management. If the overall program was managed well and risks of all of the different elements of the program accounted for the outcome could have been different regardless of who made the decision to use private security.

IMHO, it wasn’t who made the decision to use them but the management of how they were used (standards, procedures etc). I was in Sydney quarantine for last two weeks - and guess what - private security was stationed in the corridor (outside my door, as it happens) 24/7. (I was actually surprised they were never wearing masks).

Health is the responsibility of the states. Remember? We have been told this over and over again this year...

As has been explained more than once, the Feds are only responsible for a slice of aged care/care homes, those beds funded by them through the Residential Aged Care Facilities (RACF) program. Given that many care home facilities have a range of services from Independent Living through hostel and nursing home facilities, there is a shared responsibility between states and the feds. That is not to say that the Feds do not have to shoulder a large part of the blame, the argument that they are solely responsible is spurious.

I disagree with the contention that a quarantine system based on private security without Police/Military presence was not a primary cause, just as the health officials that did not apply the latest procedures to the Ruby Princess were a primary cause.

And yet the Andrew's government is held solely responsible.

The recent Senate report does hold the Federal government primarily responsible:

Further, the Aged Care Royal Commission states in its report on COVID-19:

The Australian Government is responsible for 'aged care services', as defined in our Letters Patent. The development and implementation of aged care policy, including advising the Australian Government, funding and administration are the domain of the Australian Department of Health. The Aged Care Quality and Safety Commission is responsible for aged care regulation.18
 
Its pretty simple. The fact that the system has (or hopefully now had) a hole in it which allowed someone to slip through the system is also an inexcusable mistake. And if it was courtesy of airline cabin crew then that had happened before too, so the warning bells were there but ignored. Not saying it wasnt stupidity or selfishness or even bad luck because theres plenty of that occurring in all States. But you cant escape the fact that after all the criticism of other States ironically it is now NSW that is the problem State. I hope they can fix it quickly, but in the meantime it is absolutely the decision of other State leaders to apply whatever border controls they deem necessary.

A symptomatic person from the Northern Beaches who ultimately tested positive was allowed to wander the Sunshine Coast for 24 hours after being turned away from the hospital for coming after 4.30pm.

That article also exposes the inadequacies in the QLD quarantine set up with positive cases being released from quarantine without testing.
So sorry it was luck that saved QLD from C19.

QLD doesn’t test enough to pick up cases anyway :)

This is like football teams. Australian against Australian. Could all states do better? Yes! Should people be turned away from testing anywhere in Australia? No! Should hotel quarantine be stricter for crew and passengers, yes! Should we learn from each other to improve? Yes!

The AHPPC works much better than national cabinet.

failing that, the ignore button works just as well.

I think that was always a step too far in trying to attribute blame.

There is no guarantee a some junior ADF members or a cop straight out of 2 wks training would not have made the same mistakes.

Now the lack of accountability controls within the Vic government departments and the lack of ensuring that whatever group used had adequate PPE and were not doing stupid things like travelling together to/from work are another matter.

Saw that on the Sydney news today.

AP requested all those coming from NSW get tested. Queues 6+ hours with many turned away at the end of the day.
And they only managed 4000 tests.

Amazing lack of preparation.

WA and Queensland have the lowest rate of testing in the country on a per 100,000 basis.

That's fair enough given lack of major breakouts.

But to not have their system ready to scale up to more than 4000 tests is pretty pathetic.
