Ill-informed, not interesting, its not illegal to sell tickets without an AOC, pretty much all airlines have done this before getting theirs, often with the AOC being granted in the hours before the first service which would have been cancelled due to poor ticket sales if you could not sell any! The ACCC has issues with them selling tickets without making it clear that there was a chance the ticket could not be used, as in the case of startup airlines there should have been a clause saying "subject to government approval " or similar.
Incidentally an interesting comment from Ben Sandilands was that without an AOC, ie suspended, Tiger should not have been selling fares.
