It looks like this could be the start of a slow change of recognizing family members and overseas travel and that not all overseas travel is 'holidays'

Yep. Signed that one.There is actually a petition for that as well in parliament and that has like 60K signatures compared to the petition for PMV's that has about 3K signatures.
But difference is that there are only about 500 odd PMV holders who cannot enter (my fiance being one of them) whereas the parents would be like in the 1000's.
Once they sort out the PMV's, they will hopefully sort out parents.

Well the businessman with family overseas can only see his family overseas whilst the health worker has the whole of Australia (and NZ) to holiday in. In my mind (and I am of course saying this 12,000 miles away from 90 year old parents who may well be dead before I am allowed out), family reunion trumps overseas holidays every time.That would only recognise inbound travel of the visa holder... not outbound travel for the Aussie citizen or PR?
In terms of ‘who’ should be allowed to travel it’s going to be a difficult matrix. The businessman who has sat home all through the pandemic gets to travel to see family, but a front-line health worker can’t go on holiday should they choose to? (noting exemption already exist for cases of immediate family illness)
My hope is that an exemption will be granted for family reunions with the presentation of birth certificates etc confirming relationships of those stuck here and overseas. Until 2 weeks quarantine is no longer a thing (particularly if it's in a hotel), I suspect not too many "front line" healthworkers would be that keen on taking 2 weeks extra leave to sit in a hotel. They, by definition cannot work from home.
And not to diminish the valuable work that they are do, there are many hard working members of society that also do valuable work to support the functioning and wellbeing of society, whether they be health care workers, electricity line maintenance staff, police, SES volunteers, abattoir workers, dairy farmers, fire fighters, truck drivers, freight unloaders, rubbish collectors etc etc. Where is the line drawn as to who is more important than someone else?

The government is talking about 'trials' for business people and students to quarantine at home. The poor front line worker, who actually does the work, seems to get the rough end of the stick

Yes, but how many "front line" workers are able to take two weeks out of their lives to dos quarantine, given they cannot work remotely (except maybe doctors doing e-health consultations)? Also overseas holidays are not cheap - many of the usual low cost destinations Australians visit are shut, closed, inaccessible, no can visit right now. There's hope that will change in the next few months, but who knows.

I get the economic argument you make about holidays being cheaper overseas, but right now places that are open are going to turn out much more expensive than a holiday at home (US, Europe, Maldives etc).

Am I bad in hoping that one day he may be overseas, or one of his close family gets stuck overseas and cant make it back in time? He could have at least tried something rather than a blanket no, tough luck!
I think 2021 is unrealistic (sorry). Again, we see inconsistent messaging - last week the PM said he wanted to review the next 6 months data (or European summer peak/autumn), today it’s European winter ie April 2021 review point.
what it points to is that no serious conversation is even happening otherwise you wouldn’t get all this inconsistency as there would be a broad plan and consensus.

Maybe I'm being unrealistic but I still have hopes of travelling overseas at the end of the 2021 calendar year to see family some of whom I haven't seen since before the pandemic and some of whom I've never met in person.
