Isn't it even more than that, that a large chunk of the people who don't want to get vaccinated legitimately don't care if they never go overseas?
The correct policy is: Screw them. I am entitled to leave. They can be vaccinated or not.
Unfortunately I don't see how that *can* be the policy - unless there's some sort of fundamental shift.
We saw yesterday that all non-essential elective surgery has been curtailed (or is it cancelled?) in NSW. We can't have whole wards of nursing staff and doctors going in to isolation because someone who chooses not to get vaccinated also has to visit hospital.
We need the vaccination rates rather than the 'let it rip' that we saw in the USA, UK and Europe. No one seems to be having much fun there at the moment.
