SQ221 landed at 5:20am after holding for about 20 minutes and QF12 landed at 6:03am (after holding for 30 minutes).Neither should have been landing at those time because that is during Curfew, 6am is supposed to be first landing.
Obviously SQ221 was before the 6am curfew but within the 5am-6am shoulder period.
the Act provides for international passenger movements between 11pm and midnight and between 5am and 6am (the curfew shoulder periods) subject to
- jet aircraft meeting the strictest ICAO noise standards (Chapter 3)
- no more than 24 movements per week (no more than 5 on any one day) between 5am and 6am, which may only be landings [quota set by Regulation]
