I'd say the food value is around $1.00 for the salad course offered. On a

Yes that's a pretty average meal for a business flight.
Unless there's real competition, I don't think Qantas need to do too much. As you said, people will still pay for the fare.
The only good thing about such simple fare is it is taken away quickly, leaving more time for wine. CSMs on this route in my experience use the time well with regular refills offered, well into descent.I flew this sector a couple of weeks ago. The CSM apologised before giving me my "meal" which was also some sort of Quinoa salad I seem to remember.
I had the wine and the chocolate only. Pretty disgraceful IMHO.
