I would not be so sure. I think ultimately Qantas will never let on exactly what their method is because it is commercially sensitive. But there are valid reasons why you would offer it random. One would be that they are undertaking some form of A/B testing to see how well it does. During the promotion period they may see an increase in fares booked, but is that due to the promotion? or some other factor like an upswing in the economy or some other promotion?
So to know for sure you do A/B testing. You choose two groups of frequent flyer at random, the two groups don't necessarily have to be the same size. One group you give the double status credit offer to, the other group you use as a control and don't give the offer. Then at the end you compare the two groups, did the group who got the offer actually increase their spend over the control group?

On the eligible flights question; my reading is that JQ Business Max doesn't count. Agree?
I'm trying to book a couple of flights on the Qantas site.
One is from Brisbane to LAX...The next flight is from LAX to Fort Lauderdale in Florida.
I want to fly First Class to Fort Lauderdale.
That is hard to book, I haven't worked it out.
I want to have Qantas tickets so I can take advantage of the double SC offer.
The Qantas site does not seem to have a way to change from Premium Economy to First Class for the Fort Lauderdale leg
Does anyone know how to do this?

I've been in this situation and it seems like you can't book a ticket in First via Qantas.com to fly on AA metal LAX-FLL, even if it is a CS flight. I've booked First via AA.com flying DCA-MIA for example, quoting QF FF number, and was credited something ridiculous like 90 SCs in my account (from memory). However booking via AA.com meant that the SCs were not from an "eligible flight counting towards attain/retain" (hence no ~ next to the SCs in my activity statement). Nevertheless, RedRoo and her colleagues included these non-eligible SCs to give me a discretionary WP retain I believe (my eligible SCs didnt meet retain, but I was close).
Long and the short of it, I don't know if there is a way to take advantage of the double SCs by booking an AA sector in First - you would have to book through AA.com to get the seat in First I believe. As others have noted the prices for First in AA can be very competitive, (especially for the Instant Upgrade option if you can find it), and particularly if you are prepared to make a stop on the way e.g. DFW or ATL. Beats flying AA economy across the U.S. any day (I feel your pain) even if you can't get double SCs.
Anyone else know of a way to help Klavdy? I would be very interested too!
