Given that the Hume is cut, I’m not sure it would necessarily be all the helpful.
Actually, last Thursday (13 December), when the Hume Freeway was closed northbound due to extensive flooding near Bowser (and heavily delayed southbound), the rail line was open. And that's conventional rail: high speed rail might well, as overseas, be built on viaducts, or if not, built up even further above the ground.
