Productivity. It's a difficult task.

Work not getting done therefore we need more staff. Work still not getting done therefore we need to shuffle desks. Rinse and repeat as often as required or as often as you can get away with it.

We have lost the art of management.

Should just get rid of all the managers.

Should fix most of the issues

Wow that is the height of ignorance and extremely selfish in an open plan workplace. I've been known to join in some of these conversations with choice lines such, 'no I don't have any more toilet paper over here', or 'are you going to wash your hands after using the toilet?'

Crude but generally effective.

It's not my place to say anything. Everyone appears to put up with it.

You're not an orphan in wanting to get off. I managed a 36 year career in pure research, so I can't complain. But it was the grant-sucking that had me shuddering at the end. It effectively became the main way to be evaluated when most researchers just want to get on with the job.

Just talking yesterday with a former post-doc of mine who is now working for a big trans-national and he said it is soooo good just going to work and doing the work and using his primary skills without having to worry about all that unproductive grant-sucking. And he's probably getting paid a damn side more than he would be on endless post-docs.
