Hell no. If I was told I could not take leave during the year (at times I want to travel) to ensure I had enough accrued to cover a forced shutdown then I would be finding a new job, with an employer who values AL for what it is intended I.e. a benefit for staff to ensure they are rested and refreshed in order to do their job efficiently and effectively.

Not that it is relevant to me, but the company I provide services for will allow salaried employees to go into negative leave situations if necessary during the formal shutdown..One option I hadn't thought of is the unpaid annual leave element (mentioned by Fairwork). So if you have used up your leave elsewhere then you have to take Christmas/New year unpaid.
I always allowed my staff to go negative on their leave (and not just for the shutdown period either).
