An agent can add a flight manually even if there is no availability. But they can't get it ticketed.. so no point pushing ticketing if there's no availability.
They have done this for me because of an involuntary flight change. The agent added a flight to my PNR to forward it to the oneworld desk to see if the airline will accept or reject my request.
