Yes I believe the 5th seat in a division may not even need a quota even with the surplus coming their way.

They need a quota. Total of 5 quotas = 100% of valid votes. If last seat is pretty even across 3 or 4 candidates (maybe each with 0.2 of a primary quota), then its inch by inch as the tiddlers get eliminated, and you wait till the others on ~ 0.2% primary getters get swept away. Can take ages.

That’s assuming no votes are lost??.

Or the scenario where 3 candidates are left contesting last 2 seats. In this case the last candidate is eliminated leaving 2 for 2. And one of both may not necessarily have a quota.
