It means they get 60k points, so in fact if you refer them they get less than if they were to apply themselves without a referral. Without a referral they would get 80000 points for the charge card.

The girl on the phone implied they will be entitled to both as long as they meet the terms and conditions. Which I presume is that they are not AMEX card holders for the past 12 months.

Well was she vague as can be or did she say you are entitled to both lots of bonus points?

As k3nnis said, the experience on here has been that you won't get both as the terms and conditions vary between the referral application link and the general public application link.
