Though Vic only stopped international passengers arriving.
International flights for airfreight continued, and so aircrew were still staying at Melbourne hotels. And the airfreight often was for non-Victorian destinations.
The concern at present seems to be more on aircrew than international passengers due to the up to now different arrangements they have had and also that some aircrew seems to have been going out, and not isolating..
Aircrew in some cases weren't even allowed to leave MEL airport.
A 5J A333 came down from Manila with a spare crew in the passenger seats who after about 2.5 hours unloading and loading ULDs or other freight then operated the aircraft back to MNL. There were no revenue passengers on board, or indeed anyone but two sets of flight crews. This may have also occurred with some other airlines.
Victoria has 6.7 million residents but has avoided (as others said) the heavy lifting of international arrivals that NSW (by far the best performer nationwide) has had with overseas passenger arrivals.
