Now saying that quarantine on arrival for internationals will require 14 day self-isolation, but still no time frame of course and France & the common travel area (NI/Republic of Ireland) are excluded.

International travel As the level of infection in the UK reduces, and the Government prepares for social contact to increase, it will be important to manage the risk of transmissions being reintroduced from abroad. Therefore, in order to keep overall levels of infection down and in line with many other countries, the Government will introduce a series of measures and restrictions at the UK border. This will contribute to keeping the overall number of transmissions in the UK as low as possible. First, alongside increased information about the UK’s social distancing regime at the border, the Government will require all international arrivals to supply their contact and accommodation information. They will also be strongly advised to download and use the NHS contact tracing app. Second, the Government will require all international arrivals not on a short list of exemptions to self-isolate in their accommodation for fourteen days on arrival into the UK. Where international travellers are unable to demonstrate where they would self-isolate, they will be required to do so in accommodation arranged by the Government. The Government is working closely with the devolved administrations to coordinate implementation across the UK. Small exemptions to these measures will be in place to provide for continued security of supply into the UK and so as not to impede work supporting national security or critical infrastructure and to meet the UK’s international obligations. All journeys within the Common Travel Area will also be exempt from these measures. These international travel measures will not come into force on 13 May but will be introduced as soon as possible. Further details, and guidance, will be set out shortly, and the measures and list of exemptions will be kept under regular review.

You have to wonder about the logic behind that decision given the rates of infection in all three regions. NI is of course part of the UK and so is more understandable.
 
I suspect it's more ease of trade/business related.

But it is hardly shutting the door on Covid19 coming in though when you have gaps that large. A little like the USA only worrying about flights from China.

Does that mean that the Chunnel is wide open too?

Seems that way although I'm guessing even if entering through those countries if you've been to other countries prior, then the 14 day self-isolation would still be required.

The UK has a 'clear' list of can and cannot do documented, confusing much?

1.1 What can I do that I couldn’t do before?
There are a limited number of things you can now do that you could not do before:

* Spend time outdoors – for example sitting and enjoying the fresh air, picnicking, or sunbathing << You couldn't sit by yourself in your back yard or on a balcony before??>>
* Exercise outdoors as often as you wish - following social distancing guidelines <<You couldn't walk in you garden 5 times a day or do push-ups on your balcony 10 times a day before??>>

Isn't that clear? :rolleyes:

Keep in mind not all people in the UK have the luxury of back gardens, so what they mean by that is ........ out in public ;)

Yep, but why they don't say that is a mystery that will probably never be solved. The words "public places" might have wafted into their thinking at some stage, although I notice some stiff grammar in that lot, possibly indicating writing by some public school ponce, not a real person.
 
Just off the top of my head. If I meet one person in the park, can I then go and meet someone else?

TBH - until you mentioned it, it didn't strike me as odd. You can be with one other person while you're out. If you were meeting Aunt Betty at 10.30, I guess you could meet Uncle Frank at 11? I would have thought outdoor speed dating was prolly not on the list :D

The heading of the section is public spaces / outdoor activities / exercise

So it applies when you are outside your own backyard - ie out in public (spaces)
