AMEX used to pay 1ppd for any Paypal transaction, but it seems that from May their systems have improved and they are paying 0.5 ppd for Paypal transactions to utilities like Telstra and Sydney Water.
Yes, although circa April when they flicked the switch and went to 0.5ppd for PostBillPay through PayPal, that did seem to apply to Explorer too (presumably because "Australia Post" is government, which is reduced for Explorer). However, that seems to have been corrected now, maybe because most of the things paid through PostBillPay are in fact utilities?Yes, I know. I was pointing out that the Explorer would pay 2ppd via Paypal or direct to the utility company because it does not have a reduced earn rate whereas the Charge, Egde and Reserve do have reduced earn rates.

I suspect this will be general rather than targetted though its not in current catalogue
