Putin is just being tactical to try and bully the West into tempering their reaction to his invasion of Ukraine. Unless he has gone stark raving mad, there is a negligible chance any nukes will be fired.

I don't think the US are broadly concerned, no one seems to know exactly what Putin meant by his comments, which is probably a good indication that they mean nothing for the west (and are words designed for domestic consumption in Russia)

Perhaps other countries should allow flights by Russian aircraft FROM Russia to land at their airports, then not permit them to depart. It won't take long for the Russian airlines to make their own determination about where to fly and not to fly.
