Definitely possible. I got 1x economy and 1x business seat released for a return PER-SYD journey for my sister earlier this year - she was on her way to Taylor Swift. I was not travelling with her, but points initially came out of my account. So this shows you can definitely have reward seats released for family members even if you haven’t got a ticket on the same flight.
As another data point, I've successfully requested seats to be released for my brother and his girlfriend earlier this year just for them - I wasn't flying, and technically speaking, she's not a family member. What would be the rational behind making the booking reference? That’s the first time I’ve had that happen with a reward seat release request
